This tutorial is written in Paint Shop Pro X1
Here is what you need:

Materials

Filter
penta.com - color dot

Open the tubes in PSP
Put the mask in your mask folder

New image 600x450
Flood fill with #c16471
New layer
Flood fill with #030303
Layers-load/save mask-load mask from disk with this settings

merge - merge group

Edit copy - chatzoudis-ladyS - paste as a new layer
Resize med 85 % 1 time make sure that all layers are unchecked
effects- 3d effects - drop shadow with this settings

Edit copy - merged - paste as a new layer
Effects - penta.com - color dot with this settings

Opacity med 85 % move in place like finished image

Edit copy - Les 116 Sier Tube 3 - paste as a new layer
Move down to right corner

Edit copy - Image 16 - paste as a new layer
Resize med 85 % 2 times
drop shadow same settings as before

New layer
Text tool with this settings

Write what your like

Add borders with the light color- 2 pixel

Add your name
save as.jpg
